Messaging filter not working

I’ve got my filters completely locked down so no one new should be able to message me, but I’m still getting messages. 
I also got a second message from someone. I thought that wasn’t possible unless I replied?

This does sound like one for support - could you contact them with more info using 'help' at the bottom of the screen
