Most house/techno etc is based on a 4/4 beat, a kick on every beat and phases. Breakbeat is more irregular and chaotic not locked in to a fixed grid

Break beat would be best described as a funk beat. James Brown’s music is a great example

I grew up with a dude named Curtis, DJ Curtis B. Badass cuts.

Breakbeat has a lot of origins in the late 80s / early 90s UK rave scene.
Predominantly music was centred around a House style 4/4 beat pattern. Musicians started to add more complex percussion elements to their recordings and often sampled a ‘break’ from old funk records.
Usually it was a short drum solo .
As the 90s progressed, the breaks became more electronic sounding but still kept a similar off kilter kick drum style, also known as ‘on the one’ ( because the emphasis would be on the off beat )
Since the 90s breakbeat has spawned many subgenres and variations.
You might want to look up Dj Billy Daniel Bunters YouTube channel for more info on the origins of the music.
