Personally i think the only person to teach you to do it right is the person receiving as everyone will like something different but im sure theres things ladies will have in common.
I feel some people see oral(giving) as degrading/humiliating, so some dominant people wont do it, thats their choice if they view it that way. Same as i wouldnt do something i considered a more domly trait that others might not see that way.
