Cannot show profile because legal reasons,?

Anyone want to clue me in on why I cannot view a profile that visited me? Cannot connect you for legal reason's? Was the error wtf?

This message is usually received if the user has since been blocked from the site, or is offering paid services to a region (such as the US) where this is not legally permitted - if you feel this is incorrect, report a ticket to help desk including the users profile name.
