I wear it for the person I’m with, if it was higher quality and I felt like I looked good in it I would probably wear it for me.
But I also only just started wearing it again after not for a VERY long time (when I was thinner & was more comfortable in my body).

Both, with the caveat that most of it has been / is designed to have Women appear more attractive For Men.
Things can start out being one thing (women wearing pants being utilitarian, for example) and turn into and or another aspect is realised (women then feeling empowered by wearing pants.)

I'll wear whatever I want, whatever feels good to Me in a given moment. Personally, I am disgusted by and turned it off when male partners indicate oh yeah I'd love to see you in stockings and thigh highs and whatever. I don't ever choose those things for myself because they are mostly uncomfortable. On occasion when I do want to dress out for somebody else it's still a lesser combination of those elements and doesn't feel or mean the same thing that it does to others, obviously.
I believe a lot of it is programming and conditioning that happens in our world and in individual households.
The articles of clothing that I feel most comfortable and or sexy in aren't anything people consider lingerie and Men certainly aren't looking toward in general as sexy.

Lingerie is actually pretty easy to make if you get a little creative with scraps of cloth or scarves and belts. Then it's not a loss when it gets ripped to shreds. ☺️
