They are all visible until the very end. You'll see the gifting counts at the end of your personal grid rocket as folks gift/harvest 20+ icons at a time. That's what those numbers under each profile pic are, gifted icon counts.

That happens a lot. The serious participants are looking for people with 0 icons in order to gift one so newcomers are ideal. 

Another ploy is to search for everyone in a certain city, with no other filter, then sort by last log-in, twice. Will give you a list of abandoned accounts which have not collected icons as inactive.
