Yes you can. Once an icon has been released, it remains in play for the entirety of the game and you can go back and collect if you missed it on the day it was released.

Is it intended that you can only ever gift someone their first icon? I only see the link to gift one if they have 0

Once a member has an icon collected, the system removes the option to send an icon to them.  However if they were to gift the icons away that they received and had none collected, the option would return and you could gift them one again.
