I'm confused— how are the "top 3" determined if everybody earns 30 points for every icon, or 60 if they're VIP? Won't you have several people with the same amount of points for 1st, 2nd and 3rd? 🤔

It's not based on points, it's based on icons given to other users.

If you give an icon away, do you have to find it again or does it still count as you having found it?

If you have gifted an icon away, the count will be removed as will the points as they have been awarded to the person you gifted it to however you can recollect. Just work out which one you gifted away and then return to its original hiding spot and it will be there waiting for you to recollect. Once you recollect, the points and the count will return also.
