You would be able to send icons to someone who has not yet acquired any icon. You need to go to their profile and you would see an option to gift an icon. Once you gift, you would lose that icon and you need to get the same again from where you got it in first place.

Icons are hidden all over the FET Universe, you can hunt for them on your own, or you can use the clues in this treasure hunt thread which will hint you where to look, decipher the clues and then go hunting and if you are in the right place you will find an icon overlapped on the screen that you can tap on and it will collect in your treasure chest. On the app the icons are circles in shape and on the website they are square and both have a small picture within. Currently there are nine icons available to collect. One new icon will be released each day at at 11am(UK), 12pm(CET), 6am(ET). You can find further details in the OP.
