You can only gift to those who have none collected.  As soon as a member has an icon, the system removes the option to gift unless they gift away what they have and then the option returns.

The 3rd clue is very hard to find on the new site. Its easy on the old one though, but on the new one you have to have much More of a look down in the site links.
