There is, to be fair, the slight issue that in some territories there has to be proof that there was intent to cause distress and that the guy wasn't just an idiot - but - there are also laws in many territories either presently or coming soon which requires platforms to protect against people sending such content. So even where it's not illegal it's against terms of use of most sites.  Â
