I'd identify myself as a switch, though on the submissive side, I'm just interested in pleasing my partner and worshipping them, rather than being actually controlled, since losing control is a phobia for me.

Does it still count as submission if there isn't any real power exchange?

The right of the slash doesn't have to be submission (just as the left doesn't have to be Domination)

it can be any shade of bottoming, service bottoming, whatever.

Yes, the level or degree of dominance or submission is a decision made by those involved only.
